Question needing feedback: Where should key system fit here? it wasn't really public transit, should it have its own page in the transpo portal?

NAParish responds: The Key System should be included in the list of public transit systems. As noted here, public transit means transportation for the public, and can be privately owned. AC Transit includes the Key System in its history of public transit. 

Oakland used to have an extensive Public Transport network in the earlier half of the 20th century. One of the components of that public transport network was the "Key" street car system, which was initialized and started in 1891.
