NorCal is only a place if you don't live in the place that it intends to designate, which presumably is Northern California. This area stretches from Monterey County to the Oregon border. Authentic Northern Californians do not use this term, just as they do not call San Francisco "'Frisco." This is one way to identify a foreigner.
